Mandatory for Businesses Deployed SafeEntry in Singapore
SafeEntry has been progressively rolled out to taxis since 12 May 2020 to better support contact tracing efforts for street-hail trips. All commuters who get onto the taxi should scan the SafeEntry QR codes deployed in taxis when taking street-hail trips.
Retail outlets where customers are unlikely to be in close proximity for a prolonged period of time, such as pharmacies, convenience stores and heartland provision shops, are encouraged, but not required, to implement SafeEntry for customers. F&B outlets are not required to deploy SafeEntry for customers for now, as they are only open for delivery and/or takeaway.
For avoidance of doubt, all premises, including retail and F&B outlets, must still implement SafeEntry for employees, associates and vendors as per all workplaces, and adhere strictly to the other safe management measures, e.g. safe distancing.
Types of Business Need to Deploy SafeEntry System
All businesses and services that are in operation must institute SafeEntry for their employees, associates and vendors.
Of the businesses/services that are allowed to be in operation, the following list of facilities/places must also deploy the SafeEntry system to log the check-in of customers, clients, students, visitors entering their premises.
- Workplaces e.g. offices, factories
- Schools and educational institutes
- Preschools and student care centres
- Healthcare facilities e.g. hospitals, clinics, TCM clinics, complementary healthcare facilities
- Residential and community-based care facilities e.g. nursing homes, Senior Activity Centres, Senior Care Centres, Day Activity Centres for Persons with Disabilities
- Hairdressers / barbers
- Supermarkets
- Selected popular wet markets (Geylang Serai Market, Block 104 / 105 Yishun Ring Road (Chong Pang Market), Block 20/21 Marsiling Lane, and Block 505 Jurong West Street 52)
- Malls
- Hotels
- Places of worship
- Banks and financial institutions
- Funeral parlours
- Facilities providing basic pet services (that do not function on a drop-off, pick-up basis)
Expands More Business Types for SafeEntry System
As more activities and services gradually resume following the circuit breaker period, it is important that efforts to prevent and control the transmission of COVID-19 such as contact tracing and identification of COVID-19 clusters can be done quickly to limit the risk of further community transmission. SafeEntry helps support and quicken these efforts to prevent and control the incidence or transmission of COVID-19 as it provides authorities with a record of individuals who enter and exit places. The records will reduce the time needed to identify potential close contacts of COVID-19 patients and potential COVID-19 clusters. This is important so that we can continue advancing towards fewer restrictions on our movements, and our daily lives.

Best SafeEntry Mode Option for Business
Businesses may choose to provide both SafeEntry modes, in order to cater to visitors who do not have a mobile phone and/or their identification cards with them.
SafeEntry with NRIC will enable businesses to clear people more quickly. It is recommended for high-traffic venues. It is also recommended for places where there is a high percentage of visitors who may not be digitally-savvy, do not have newer phone models, and data connectivity. In this mode, businesses need to allocate dedicated staff to perform NRIC scanning.
For workplaces (e.g. offices) where staff have their own mobile phones, SafeEntry with QR may be more suitable.
Do business owner need manpower effort to operates SafeEntry?
For SafeEntry with QR, businesses will be provided with a unique QR code specifically for their location. Businesses are required to display their unique QR code prominently at entry and exit points. Businesses should prepare to assist visitors in using SafeEntry with QR, for example by stationing staff at entrances with dedicated mobile devices for visitor check-ins.
For SafeEntry with NRIC, businesses are required to staff the entry points and provide their own mobile devices to scan the NRIC/FINs.
