BAS EPSS SOLUTION FOR BCA CONSTRUCTION SITE IN SINGAPORE
BAS BCA EPSS Solution for BCA Singapore is a construction manpower data collection system using biometric face recognition to help builders capture, tabulate all man-days data into compliant ePSS format Excel Spreadsheet and submit through ePSS Portal. All Builders are required to submit Construction Productivity Data obtained from the Biometric Authentication System and upload the Data to BCA Singapore via EPSS Portal.
BCA Building & Productivity Control
This is mandated under Regulation 10(a) of the BCA Building Control (Building and Productivity) Regulations and BCA Singapore to mandate implementation of a Biometric Authentication System (BAS EPSS) for building works with Gross Floor Area (GFA) of 5000m2 or more. It took effect from 1st November 2014. The regulations also extended to Railway/Tunneling and Roadworks construction segment. The Contractor shall refer to BCA’s website for the latest requirements on manpower submission to ePSS.

What are the software requirements for BAS?
Monitor Manpower Respective Trade
• Adopting Biometric System streamline the process of manpower attendance man-days.
• All workers eligible to works must scan face, fingerprint to grant access permission enter or exit construction site.
• Upon validation, system will records date, time for attendance purpose.
Generate Raw Data Time Sheet
• Generate raw data or output in the required format which shall include employee name, date, clock in time, clock out time, tabulation on the number of hours at site.
Compliant BCA EPSS in Microsoft Excel Format
• Generate the manpower report according to BCA’s current ePSS in Microsoft Excel format. (please refer to Appendix A for building project template and Appendix B for rail project template).
• The Contractor shall refer to BCA’s website ( https://www.bca.gov.sg/epss/ ) for the latest requirements on manpower submission to ePSS.
BCA Singapore (Building Construction Authority of Singapore) has mandated the implementation of Biometric Authentication System (BAS) for building works with Gross Floor Area (GFA) of 5000m2 or more. It took effect from 1st November 2014. This is mandated under Regulation 10(a) of the Building Control (Building and Productivity) Regulations.
Project productivity is defined as the amount of square meter of floor area completed per manday. In order to calculate the project productivity, BCA collects productivity data of building projects on a monthly basis using the ePSS. The builders will monitor the manpower usage in their projects and submit the manpower usage data to BCA through the ePSS. From the data collected, the industry average project productivity for different building categories will be calculated.
The industry average project productivity can be used to assess a project’s productivity performance and the builder can set improvement targets for future projects. In addition, the manpower data is one of the submission requirements when a builder applies for the BCA’s Construction Excellence Awards and Construction Productivity Awards.
The projects will include new building projects, upgrading and A&A projects with GFA more than 5000m².
In conjunction with the enhanced buildability framework [Regulation 10 of Building Control (Buildability) Regulations 2011], it is a mandatory requirement for builders to submit construction productivity data to BCA from 15 July 2011. This is applicable to projects with GFA more than 5000m².
What are the hardware requirements for BAS?
Biometric Readers
• Located at all work-site entrance and exit for the purpose of electronically tracking manpower usage throughout the contract duration.
• Robust and durable design that is suitable for rugged construction environment.
• Fast and secure sensor accurately captures and authenticates distinguishing physiological traits. At each controlled access location, the system shall be able to achieve a maximum clearance time of 1 minute for every 10 persons.
• Suitable measure(s) (e.g. backup battery supply etc.) such that the integrity of the manpower monitoring data is not affected during power outage.
Turnstiles Gate
• Provision to guide the flow of workers (e.g. turnstiles and railings).
• A real time monitoring and recording device installed at each controlled access point to prevent any fraudulent attempt by the site personnel.
